Generally,
my work involves fuel supply contract negotiations, fuel
supply strategies, asset valuations, project conceptual
designs, project planning/management, market analysis,
strategy development and support, and economic
modeling in both the natural gas and electric power
markets. Specifically, I have focused on competitive
market analysis for pipelines, asset valuation for a power
developer, fuel and power procurement for both a local
distribution companies and a power developer, marketing
strategies for a pipeline, expansion strategies for an
electric transmission company and project feasibility of a
natural gas storage project. Clients include all
major gas pipeline companies and all local gas distribution
companies (LDC) in the northeast, along with some power
developers and electric transmission companies.
1998
– 2000 Vice President - TransCanada
Pipelines North
America Pipeline Investments (NAPI)
As Vice President,
NAPI, I was assigned to the office of Portland Natural Gas
Transmission System (PNGTS) in Portsmouth, New
Hampshire. My task was to search for business
development opportunities, which could further optimize
TransCanada’s investments in the US Northeast (Iroquois,
PNGTS, TQM). Duties involved assessing natural gas
supply, demand, prices, competition and regulatory
developments throughout the Northeast to best position
TransCanada’s mainline. Primary responsibilities included
coordinating strategic analysis related to Northeast natural
gas and power markets. The work for PNGTS included putting
together a strategic market assessment, assisting in pipeline
capacity open season, assembling the corporate business plan
and leading a condo-i-zation initiative designed to increase
the pipeline IRR by over 8%. Also worked on the cost
overrun arbitration on the TransQuebec Maritimes system (TQM)
that supplies PNGTS, lead the TQM cost restructuring team, and
pursued various TCPL strategic options in the Northeast.

Transportation Analysis
As Director of the
Gas Transportation Analysis department at TransCanada
PipeLines in Calgary, my primary responsibilities involved
conducting and coordinating strategic analysis related to
North American natural gas markets. This analysis
involves monitoring and assessing natural gas supply, demand,
prices and regulatory developments throughout North America to
best position the TCPL mainline and associated
pipelines. I was also responsible for analysis of
pipeline infrastructure and tolls that could affect
competitive position of TCPL in the dynamic market
place.
1990 –
1995 Chief, Economic Analysis - Natural Resources

Coordinated and
provided economic analysis and policy advice to the Canadian
Government on issues related to natural gas supply and demand,
exports and imports, as well as other broader energy related
issues. Specific duties included:
- Monitor and
advise on North American natural gas supply and demand
developments affecting the value and flow of Canadian
natural gas trade.
- Monitor and
advise on regulatory developments in North American
affecting Canadian natural gas trade (e.g. NEB, AEUB, FERC,
Mexico etc.).
- Departmental
spokesperson on gas policy and trade issues, as well as
federal representative and speaker at various oil & gas
industry fora.
- Participant in
bilateral (U.S. and Mexico) and Federal-Provincial energy
consultations and negotiations, including the Canada-U.S.
Energy Consultative Mechanism (ECM).
- Government
representative on the steering committee for the CERI study
on integration of Mexico into the continental natural gas
market.
- Participated in
the development of the Canadian position on natural gas
issues pertaining to the Northern American Free Trade
Agreement.

Conducted economic
and financial studies of various policy options related to the
federal government's involvement in energy mega projects.
Tasks included:
- Responsible for
advancing the legislation on the Hibernia offshore oil
project through the House of Commons.
- Assisted in
negotiating and finalizing the federal government assistance
package for the engineering agreement for OSLO – an Alberta
oil sands project.
- Formulated
government's position on the choice of upgrading technology
used in the OSLO project.
- Advised the
Minister on the economic viability of the proposed $500
million Nova Scotia Synfuels co-processing refinery.
1984 –
1989 Cost Engineer - Energy, Mines and
Resources, Petroleum
Resources Branch
Conducted various
studies and made recommendations to the Minister of Energy on
the production of oil and gas in Western Canada. Other duties
included:
- Researched and
analyzed industry issues such as: excess processing
capacity available in Alberta natural gas plants and the
supply and demand of condensate in Canada.
- Performed
technical and economic analysis on heavy oil upgrading in
Canada for the purposes of recommending fiscal policy
options to the federal Minister of Energy
- Participated in
the development of a government assistance policy for
enhanced oil recovery projects in Canada.
1981 –
1984 Senior Engineer, Canterra Energy Ltd.
(Formerly Aquitaine Canada)
In charge of
maximizing the cash flow from the Okotoks gas plant and field
operations. Specifics were:
- Project manager
on the installation of a $12 million sour gas pipeline in
Okotoks, Alberta.
- Coordinated the
company's position for ERCB approval of the sour gas
pipeline.
- Designed
infill-drilling schedule and a plant and gathering
system-debottlenecking program to optimize the Okotoks gas
plant facilities.
- Designed gas
production schedule, well completion programs and applied
for government operating licenses for the Rainbow Lake oil
field in Alberta.
- Implemented a $3
million plant expansion to maximize the liquid recovery from
the gas stream at the processing plant in Rainbow Lake,
Alberta.
1980 –
1981 Production Economist, Canterra Energy
Ltd.
- Assessed the
economic viability of projects such as drilling wells and
acquiring new company assets.
- Company
representative in negotiations with the Alberta Government
on royalty relief levels.
- Prepared an
internal manual on the Alberta royalty relief
calculations.
- Responsible for
keeping abreast of both federal and provincial energy
regulations and fiscal regimes.

1978 Process Engineer, Gulf Oil Canada
Ltd.
Process engineer
in the technical services department at the Clarkson oil
refinery. Duties included:
- Responsible for
implementing new technology, designing catalyst monitoring
systems and budgets for five catalyst processing
units.
- Performed
scheduling, trouble shooting and energy conversation for
processing units.
- Acted
as a start-up engineer on a new $230 million lube oil
complex, with duties including training operating personnel
and inspecting contractor's work.
