Overview

PacifiCorp established an action item out of PacifiCorp’s 2021 Integrated Resource Plan (IRP) to conduct the 2022AS RFP. The 2021 IRP preferred portfolio included 1,345 megawatts (MW) of new proxy renewable resources and 600 MW of collocated energy storage by the end of 2026.  Note, these figures and locations are indicative and exclude resource capacity to meet assumed customer preference targets (voluntary renewable programs for large customers) that were included in the 2021 IRP preferred portfolio.

Through the 2022AS RFP, PacifiCorp is seeking proposals for competitively priced resources capable of interconnecting with or delivering to PacifiCorp’s transmission system in its east or west balancing authority areas (PACE and PACW, respectively).

The 2022AS RFP will consider benchmark, build-transfer, power purchase and tolling agreement for generating and storage resources as well as professional services contracts for resources such as demand-side resource proposals. PacifiCorp will accept new and also existing resources subject to certain conditions with terms between 5 and 30 years. Bids associated with these resources will be required to demonstrate their ability to be operational and deliver firm energy by December 31, 2026, or December 31, 2028 for long-lead time resources such as pumped storage hydro resources and nuclear. PacifiCorp intends to submit one or more self-build (benchmark) resources in the 2022AS RFP.

To support this competitive solicitation and assure a fair and transparent process, three Independent Evaluators (IEs) will provide oversight services on the 2022AS RFP for the Public Service Commission of Utah, the Washington Utilities and Transportation Commission (WUTC), and the Public Utility Commission of Oregon.  Contact information is provided below.
