Overview
The 2020AS Request for Proposals is an all-source RFP including renewable and non-renewable resources as well as energy storage capable of interconnecting with or delivering to Pacificorp's transmission system in its east or west balancing authority areas ("PACE" and "PACW" respectively). The 2020AS RFP is seeking up to 1,823 MW of new proxy solar resources co-located with 595 MW of battery energy storage capacity ("BESS") and 1,920 MW of wind resources by the end of 2023 as identified by the 2019 IRP preferred portfolio.
After the 2019 IRP was filed, federal legislation was passed extending the Production Tax Credit ("PTC") to allow projects that begin construction in 2020 to receive a 60% PTC if placed into service by year-end 2024. As a result, the 2020AS RFP will consider bids that can achieve commercial operation by December 31, 2024.

In addition, Pacificorp will accept bids from pumped storage hydro requiring longer lead time to develop and construct that places the project completion date beyond the required 2020AS RFP date of December 31, 2024.

PacifiCorp will consider proposals for the following transaction structures:

A “Build-Transfer” transaction whereby the bidder develops the project, assumes responsibility for construction and ultimately transfers the operating asset to PacifiCorp, all in accordance with the terms of a build-transfer agreement (BTA)

A power-purchase agreement (PPA) for a minimum of 15 years up to a thirty (30) year term with exclusive ownership by PacifiCorp of any and all environmental attributes associated with all energy generated. PacifiCorp provides two forms of PPA; resource only and BESS collocated with a renewable resource. Collocated resource with a BESS must have agreements that are the same term length.

Control of the output of a Battery Energy Storage System (BESS) as a standalone BESS through a Battery Storage Agreement (BSA) up to a term of 30 years.

Pumped Storage Hydro (PSH) will be transacted through an individually negotiated tolling agreement up to a term of 30 years.
