Wayne Oliver

​

​Wayne Oliver has over 35 years of experience in the energy industry. During that time he has held senior level positions as an economist and consultant with government agencies and private sector firms. Prior to joining Merrimack, Mr. Oliver was a Director of Navigant Consulting, Inc.  Mr. Oliver was a Founding Partner and Senior Officer of Reed Consulting Group, which was acquired by Navigant Consulting in 1997.   He specializes in competitive market analysis, fuel and power procurement, implementation of competitive procurement programs and processes, asset valuation, and project development analysis in the electric power and natural gas industries.  Mr. Oliver has served as Independent Evaluator or consultant to utilities and regulatory agencies on over one-hundred competitive procurement processes throughout the US and Canada. As Independent Evaluator and consultant he has participated in the evaluation of a wide range of conventional generation, energy storage and renewable energy projects and technologies and contract structures, including PPAs, Tolling agreements, and Engineering, Procurement and Construction (EPC) agreements. He has testified in a number of state level and federal level proceedings in the US and Canada on a variety of issues, including approval of power projects and contracts, gas pipeline and storage rate design, pipeline project development, stranded cost calculation, mitigation and recovery, and the design and implementation of competitive bidding programs.  Mr. Oliver holds a Masters Degree in Economics.  He was an Instructor in the Economics Department at Northeastern University, where he has taught courses in Energy Economics, International Economics and Statistics.  He was an Adjunct Professor in the Finance Department at Babson College where he taught courses in Futures and Options and Risk Management and the MBA level.

Keith Oliver

 

Since graduating from the University of Vermont with degrees in Environmental Engineering, Economics, and Mathematics, Keith has been working in the energy industry for over 8 years. His work spans across the residential, commercial, and utility-scale energy projects.

He has extensive experience building and managing teams of engineers, technicians, and administrative staff to ensure efficient and and cost-effective operations while also maximizing profitability. As a building science expert, he has led trainings for industry professionals revolving around sales, technical report-writing, building science principles, energy usage calculations, and emerging technologies.
